EXTOCIUM update voting rights (to be updated)

EXTOCIUM 업데이트 투표 권한 부여 (업데이트 예정)

* One of the goals of EXTOCIUM is to create a successful DAO community and a decentralized development organization where users can participate in development. 
* As a first step on this journey, there will be update voting rights available only to XTO holders. 
* We will release a test server, and apply updates to the test server first. Users will test the changed contents through the test server. After that, you will be asked to comment or vote for or against this content. 
* Selecting the update direction through voting is very important for EXTOCIUM, NFT and XTO ecosystems. Because these assets will have real value. An asset's value should not undergo rapid fluctuations through incorrect updates.
* EXTOCIUM의 목표 중 하나는 성공적인 DAO 커뮤니티를 만들고, 유저가 개발에 참여할 수 있는 탈중앙 개발 조직을 만들어내는 것이다. 
* 이에 대한 첫 번째 여정으로, XTO홀더들에게만 제공되는 업데이트 투표권이 있을 것이다. 
* 우리는 테스트서버를 출시할 것이고, 테스트서버에 업데이트 내용을 먼저 적용할 것이다. 유저들은 테스트서버를 통해 변경된 내용에 대한 테스트를 진행할 것이다. 이후 이 내용에 대해 의견을 남기거나 찬반 투표를 진행하게 될 것이다. 
* 투표를 통해 업데이트 방향성을 골라내는 작업은 EXTOCIUM과 NFT와 XTO생태계에 매우 중요하다. 왜냐하면 이 자산들은 실제 가치를 가질 것이기 때문이다. 잘못된 업데이트를 통해 자산의 가치가 급격한 변동을 겪어서는 안된다.
